How does the new program work - RAP?

Hi, I posted a little while ago and asked how that new program RAP is going to work. Something happened to the post. First I saw it and then it was gone so I'm posting it here again.

Yes, we noticed a glitch during recent tech-tinkering. One of the postings seemed to be zapped, so I'm guessing that was yours. Good thing you tried again!
 
I've started a series on the RAP program. The CanLearn site has helpful basic description and we link people to see that.
 
But, like any finance writer, I like to get the magnifying glass and check the fine print. I've been asking questions the past few months, so will now start laying out the answers. As soon as I get more, I'll put it out there.
